Manitoba Provincial Nominee Program

Stream 1 International Education Stream:

1. Career Employment Pathway

A faster pathway: for post-secondary graduates with 1-year contact in NOC 0, A, B job related to former training.

Criterion:

1) Education: Post-secondary (at least 1 year) graduates in Manitoba in the past 3 years

2) Language: CLB 7

3) Current Employment: 1 year full-time contract in In-demand job and consistent with your studying.

4) Settlement Funds:

  • Liquid funds equivalent to LICO for 6-month period

OR

  • A full-time, long-term job in Manitoba.

5) Adaptability:

  • Current residing here
  • Continue to reside, Career Employment Plan

 

2. Graduate Internship Pathway

It provides faster nomination pathways for international student master and doctoral graduates through internships contributing to industry innovation in Manitoba.

Criterion:

1) Education: Master or doctoral degree in Manitoba within the past 3 years.

2) Language: CLB 7

3) Internship:  Completed a Mitacs Elevate or Accelerate internship

4) Employment: No requirement

5) Settlement: Meet the LICO funds or employed in a full-time, long-term position in Manitoba

6) Adaptability: Must be residing in Manitoba at the time of application.

 

3. Student Entrepreneur Pathway

It will provide up to 20 (per calendar year) international students who have graduated in Manitoba the opportunity to pursue entrepreneurship rather than employment.

Criterion:

1) Business Experience:

  • A business plan is required;
  • Operate the business as a senior manager on a daily basis for at least 6 months. (51% ownership at least)

2) Languages:  CLB 7

3) Education: At least 2 years of full-time post-secondary program.

4) Age: 21-35

5) Adaptability:

  • A valid open work permit or post-graduation work permit.
  • Reside and will reside in MB

6) Net worth:

  • A deposit is not required
  • Net worth/ source of funds will be considered for the purpose of evaluating the potential success in your business

7) Business Performance Agreement: After approved, the agreement should be signed.

 

 

Stream 2 MB – Business Investor Stream

1. Entrepreneur Pathway – Business Investor Stream

Designed for business people who have the intent and ability to move and invest in Manitoba.

Criterion:

1) Business Experience:

  • Three years of full time experience as an active business owner OR as a senior manager in a successful business

Business owners gain higher points than manager;

Business owners must have at least 1/3 of ownership.

2) Language: CLB 5

3) Education: Canadian high school or equivalent

4) Age: no limit. (25-49 prefered)

5) Investment: ($200,000 more to get the points)

  • Minimum $250,000 in Winnipeg region
  • Minimum $150,000 outside Winnipeg
  • Eligible business as defined by MPNP
  • A job for PR or citizen at least

6) Business Research Visit:

  • Business Plan

7) Adaptability: (more points if applicable)

  • Spouse has CLB/NCLC 5 or higher
  • Second Official Language CLB/NCLC 5 or higher
  • Close relative in Manitoba for more than one year
  • Your child is enrolled in an accredited Manitoba educational institution and actively study
  • You or your spouse or common-law partner has completed at least one-year full-time post-secondary program in Manitoba
  • You, your spouse or common-law partner has completed at least six months of continuous full time employment in Manitoba. A letter of reference from the employer and a copy of the work permit must be provided.

8) Net Worth: Minimum of $500,000 (the more money, the more points)

9) Business Performance Agreement.

 

2. Farm Investor Pathway – Business Investor Stream

Designed for individuals with proven farm business experience, sufficient available capital to invest, and who intend to establish and operate a farm operation in rural Manitoba.

Criterion:

1) Farm Business Experience: Minimum of 3 years

2) Language: No. (need to attend an interview by using French or English)

3) Farm Business Investment:

  • $300,000 at least
  • Not for passive investment

4) Farm Business Research Visit: Needed

5) Farm Business Activities:

  • Live, manage and conduct the farm business.
  • In rural Manitoba

6) Economic Establishment Adaptability:

  • Farming skills, technical knowledge.

7) Net Worth: $ 500,000

 

 

Skilled Worker in Manitoba Stream

1. Manitoba Work Experience Pathway – Skilled Worker in Manitoba Stream

This pathway is for applicants currently working in Manitoba with temporary work permits, including:

  • Temporary Foreign Workers (TFWs)
  • International Students who are out-of-province graduates
  • Manitoba graduates

Criterion:

1) Work Experience in Manitoba

  • TFWs and Manitoba graduates: 6 months in-demand work (can be not related to study);
  • Out-of-Province graduates: 12 months of in-demand work (can be not related to study);
  • TFWs or Manitoba graduates: 12 months of not in-demand work;

2) Additional Employment Requirements:

  • Residing or working in MB
  • Have a long-term, full-time job offer
  • Working conditions consistent to those of Canadian Citizens/PRs, not home-based, part-time, temporary, seasonal, or commission based.

3) Languages:

  • Minimum CLB/NCLC 7 for Regulated Occupations
  • Minimum CLB/NCLC 6 for Compulsory Trades
  • Minimum CLB/NCLC 5 for all other NOC 0, A, or B occupations
  • Minimum CLB/NCLC 4 for semi-skilled occupations (NOC C or D)

4) Adaptability:

  • The ability and intent to reside in Manitoba

 

2. Employer Direct Recruitment Pathway – Skilled Worker in Manitoba Stream

Suitable applicants interviewed by MPNP and an eligible employer to be invited from MPNP.

Criterion:

1) Work Experience:

  • Minimum of 2 years in the past 5 years relevant employment experience

OR

  • Relevant experience as identified by the employer if other than 2 years.

2) Additional Requirement:

  • Long-term, full-time job
  • 3-year operating business in MB
  • Same working conditions as PR or citizen
  • Not home-based, part-time, seasonal, etc.

3) Official Languages:

  • Minimum CLB/NCLC 7 for Regulated Occupations
  • Minimum CLB/NCLC 6 for Compulsory Trades
  • Minimum CLB/NCLC 5 for all other NOC 0, A, or B occupations
  • Minimum CLB/NCLC 4 for semi-skilled occupations (NOC C or D)

4) Adaptability:

  • The ability and intent to reside in Manitoba

5) Age: 21-45

6) Education:

  • Post-secondary education and/or related training
  • Licensure or certification if required
  • For NOC C or D occupations, the MPNP reserves the right to select individuals with no post-secondary education, providing they possess the required training for the job according to employer requirements and NOC description.

7) Employer Eligibility:

  • Must meet the requirements

 

 

MB – Skilled Worker Overseas

1. Manitoba Express Entry Pathway – Skill Worker Overseas Stream

Designed for candidates demonstrating high human capital with skills, training, and experience related to Manitoba’s In-demand Occupations list and a strong family connection to Manitoba.

This Pathway will be open to candidates who are also eligible under another MPNP stream and who meet Express Entry criteria and have an active EE profile.

Criterion:

1) Express Entry: A valid EE ID and Job Seeker Validation Code

2) Work Experience:

  • Minimum of 6 months of in-demand work experience
  • A complete Career Plan

3) Language:

  • CLB 7 for NOC 0 or A
  • CLB 6 for NOC B

4) Education:

  • At least one-year post-secondary program
  • Obtain licensure or certification if required by the position

5) Age:

  • 18 years and above

6) Adaptability:

  • Ability and intent to reside in Manitoba

AND

  • Have the confirmed support of a close friend or relative who has resided in Manitoba for at least 1 year

OR

  • Hold a valid Invitation to Apply issued by MPNP

7) Settlement Funds:

  • Liquid funds equivalent to LICO (Low Income Cut-Off) for independent financial resources for 6 months.

 

2. Human Capital Pathway – Skill Worker Overseas Stream

Designed for international skilled worker applicants with skills and training aligned with Manitoba’s published in-demand occupations list, and who demonstrate a high potential to establish strong labour market attachments to those occupations sooner after arrival in Manitoba.

Criterion:

1) Work Experience

  • At least six months relevant employment experience; the applicant will be awarded points with more than one year experience
  • Must be the In-demand job
  • A complete Career Plan

2) Languages:

  • Minimum CLB/NCLC 7 for Regulated Occupation
  • Minimum CLB/NCLC 6 for Compulsory Trades
  • Minimum CLB/NCLC 5 for all other NOC 0, A, or B occupations

Points are awarded for second official language proficiency of at least CLB/NCLC 5

3) Education:

  • At least one-year post-secondary program
  • If licensure or certification required for the position, need obtain it.

4) Adaptability:

  • The ability and intent to reside in Manitoba; and
  • Support from a close relative (resided in Manitoba for more than one year); OR
  • Completed post-secondary education in Manitoba in the past five years

OR

  • Previous work experience in Manitoba in the past five years

OR

  • A valid Invitation to Apply issued by the MPNP;
  • Additional points for spouse adaptability

5) Age:  at least 18 years old.

    The Applicant will be awarded points if under 45 years of age.

6) Settlement Funds:

  • At least six-month liquid funds equivalent to Low Income Cut-Off (LICO) requirement.
