Canada is lightening its border measures as part of the pandemic transition being undertaken by the Canadian Government. Different measures have been created for eligible international travelers (including Internal Students) seeking to enter Canada. While the travel restrictions still remain in place, the Canadian Government has created different exemptions for eligible travelers based on whether the traveler is an international Student, Worker Permit holder, or a Visitor.
As a foreign national coming into Canada to study, or returning to Canada as an International Student, or coming to Canada as a family member/support person for an international student, you have to first answer a few questions on the CIC gc ca (Canada Immigration) website to determine if you can enter Canada. Then, you’ll have to meet three additional requirements to get the travel exemptions for International Students. The three requirements as quoted on the Canada Immigration website are as follows:

You must qualify as a fully vaccinated traveller unless you’re a minor student (under the age of 18 years).

You must have a valid study permit or a letter of introduction that shows you were approved for a study permit unless you don’t need one.

You must be attending a designated learning institution (DLI).
Even if you qualify as a fully vaccinated traveller, you must have a 14-day quarantine plan in place before arriving in Canada. The border services officer will make the final decision about whether or not you qualify.
